The crime of child sexual abuse is sadly a familiar one to the American public. However, one category of child sexual abuse has largely escaped the public’s attention: child-on-child harmful sexual behavior. This issue is extremely complex.

The National Center on Sexual Exploitation is shining a light on these complex problems and is insisting that policymakers, medical professionals, educators, and more come together to not only provide help and healing for the victim but to also provide help and healing for the youth who offends.

Until now, there has been no voice in the courts and legislatures advocating for human dignity and against all forms of sexual abuse and exploitation.

In the vacuum of a national legal strategy on these issues, pro-sexual exploitation lobbyists have stepped in to promote radical and damaging legislation and legal precedents promoting pornography, prostitution, sexually grooming children for abuse, increasing sex trafficking, and more.

One unfortunate and under-addressed aspect of human trafficking is the use of drugs by traffickers to control and exploit vulnerable populations. Data shows that drug use and human trafficking are intrinsically connected and, in the midst of the current opioid epidemic, we are seeing criminals across the country use this connection to their advantage.

Over and over the movement to end sexual exploitation has seen the major impact survivor voices can have, so the survivor-informed approach of this bill made it even more important and worthy of support.


The pro-sexual exploitation industry is getting nervous.

The fact that the momentum of research and public opinion have turned against them is causing them to lash out. Their exploitation and profits are in jeopardy now, and the movement to end sexual exploitation has huge opportunities in 2020 (and beyond) to take even more ground on behalf of human dignity.
