App Store Accountability legislation will simplify digital safeguards for parents and guardians so they can rest comfortably knowing their child is enjoying a safe and age-appropriate experience on their devices. This bill requires parental consent to download applications or make in-app purchases on a minor’s phone, which will help protect children from material that parents and guardians have approved of. It will also require accurate app ratings from developers, clarifying the content of apps.
App Store Accountability legislation will prevent the need for families to implement spotty and ineffective protections on an app-by-app basis. Instead, it targets the root of the problem which is applications lacking sufficient protection for minors using their platforms. Our children deserve to enjoy and learn from their devices without the risk of obscene or inappropriate content on their devices.

Your Child Is Signing Legal Contracts You Have Never Seen…
Every time a child taps “I Agree,” they are entering a binding legal agreement that can give a corporation access to their photos, location, contacts, and camera — without any parental knowledge. A rating of “12+” can still hide open chat with strangers, AI companions, and hidden purchases. Parents are told to trust these ratings. The ratings are not trustworthy.

Parental Consent Before Every Download
No minor can download an app, make an in-app purchase, or enter a digital contract without a parent’s approval. This is not a new idea. Every state already requires parental consent before a child signs a contract at a bank, a dealership, or a doctor’s office. App stores have simply been exempt. ASAA ends that exemption.
Honest App Ratings Parents Can Actually Use
ASAA requires app stores to provide accurate, transparent age ratings that reflect what an app actually does, not just what a developer claims it does. If a rating is deliberately misleading, parents can take legal action.
Age Verification That Already Exists
App stores already collect birthdates, link most accounts to a credit card, and manage family relationships through tools like Apple Family Sharing and Google Family Link. The technology is not new. ASAA simply requires them to use it.
The Real Opposition
Big Tech calls this a free speech issue. It is not.
The companies fighting this bill harvest your child’s data, use AI to keep children scrolling longer, and earn billions every time a child downloads an app — without you knowing. This bill does not ban a single app or restrict a single word. It simply says a corporation cannot enter a legal contract with your child without your knowledge.
