Over 60 Orgs Sign “National Declaration on AI and Kids’ Safety”
WASHINGTON, DC (May 12, 2025) – Given shocking revelations that Meta’s new AI chatbot will engage in sexually explicit conversations with child accounts, the National Center on Sexual Exploitation (NCOSE) and AngelQ have called on Congressional leadership to hold hearings over Section 230 of the Communications Decency Act that has been routinely interpreted to grant tech companies like Meta and others blanket immunity for any and all types of sexual abuse and exploitation they facilitate.
“This recent example of AI’s power to harm children is a clear warning that AI needs, urgently, to be scrutinized by Congress, and tech companies need to be held accountable for their products,” said Tim Estes, Founder and CEO, AngelQ.
This week, AngelQ and NCOSE, along with 60 additional organizations and/or child safety experts and advocates, signed a “National Declaration on AI and Kids’ Safety.”
“Most urgently, we advocate that Congress repeal or meaningfully reform Section 230 of the Communications Decency Act. It is time to make unequivocally clear that Section 230 protections do not apply to algorithmically recommended or AI-created content, or a company’s platform design choices. Just as a defective toy or harmful medication must face liability and be taken off shelves, AI products that harm children must also bear full product liability,” said Dr. Marcel van der Watt, President, National Center on Sexual Exploitation.
The National Center on Sexual Exploitation recently named Section 230 as the sole focus of its annual Dirty Dozen List of contributors to sexual exploitation. Misinterpretations of Section 230 grant Big Tech blanket immunity for any and all types of sexual abuse and exploitation facilitated online. It was not the intent of Congress for Big Tech to remain immune despite facilitating criminality.
