WASHINGTON, DC (October 3, 2025) – The National Center on Sexual Exploitation (NCOSE) said that although the United States’ Tier 1 ranking in the U.S. State Department 2025 Trafficking in Persons (TIP) Report highlights its ongoing and sustained efforts during the reporting period, high-profile cases such as the Epstein/Maxwell sex trafficking network reveal critical gaps that must be addressed to fully uphold “the letter and spirit of the report’s principles.”
“No single case can make or break a nation’s anti-trafficking efforts, but the Epstein/Maxwell tragedy—spanning decades and drawing massive local and international media attention—demands critical reflection. Despite Ghislaine Maxwell’s conviction and ongoing document releases, survivors continue to push for the full disclosure of investigative files and accountability for all involved, including unprosecuted enablers and sex buyers who fueled demand. This lack of comprehensive resolution in such a visible matter raises serious questions: If justice stalls here, what about the countless lesser-known cases across the country?” said NCOSE President and CEO Dr. Marcel van der Watt.
“As survivors advocate tirelessly, the U.S. must align its actions with the TIP Report’s 3Ps framework—prosecution of traffickers, protection of victims, and prevention of exploitation. We commend the report’s release and the government’s strides in addressing trafficking, but true leadership requires holding ourselves to the highest standards. By pursuing robust investigations and prosecutions in cases like this, we can deter future crimes, safeguard survivors, and maintain our global role in the fight against human trafficking.
“Human trafficking remains a devastating crime that empowers criminals and undermines societies worldwide. NCOSE urges the U.S. Government to act on the TIP Report’s findings, honestly assess shortcomings, and deliver tangible justice for all victims, including those in the Epstein/Maxwell case,” Van der Watt said.
