WASHINGTON, DC (December 10, 2025) – The National Center on Sexual Exploitation (NCOSE) urges the Trump Administration not to enact an AI moratorium to prevent states from protecting their citizens from the harms of Artificial Intelligence.
“Our country is grappling with staggering harms being caused by Artificial Intelligence.AI chatbots and AI deepfake pornography have already sexually abused and exploited both children and adults, even leading some to commit suicide. The industry is not regulating itself, and Congress has not yet passed a comprehensive AI safety bill, which is why state legislation is vital. Many states have enacted strong, commonsense laws to protect those who have been exploited and prevent more people from being victimized. We urge the Administration not to put a stop to current and future state efforts with an AI moratorium. Americans deserve to be protected from AI harms now,” said Haley McNamara, Executive Director and Chief Strategy Officer, National Center on Sexual Exploitation.
“Some proponents of the AI moratorium claim that general child protection laws are all we need on this matter. But AI-specific dangers require AI-specific rules, and AI safety-by-design is vital if we want to prevent AI tools from engaging in sexually abusive behaviors with children.”
