NCOSE Says Executive Order on Artificial Intelligence Will Create More Victims of Sexual Exploitation

WASHINGTON, DC (November 20, 2025) – The National Center on Sexual Exploitation (NCOSE) is urging the Trump Administration not to institute an Executive Order on Artificial Intelligence that would prevent states from protecting their citizens from the harms of AI. 
 
“We urge the Administration to reject instituting an Executive Order that will put Big Tech’s profits over protecting people from becoming victims of AI sexual exploitation,” said Haley McNamara, Executive Director and Chief Strategy Officer, National Center on Sexual Exploitation. 

“AI chatbots and AI deepfake pornography have already sexually abused and exploited both children and adults, even leading some to commit suicide. The EO would negate state legislative solutions to protect those who have been exploited and to prevent their citizens from becoming victims. If we want to win the innovation race, we need to protect the next generation so they can continue to innovate and incentivize tech companies to build positive tech vs. exploitive tech.”
